Step 1: Reset your Messaging App

- Tap Settings.
- Tap More.

Step 3: Create a backup and Factory reset your Galaxy S4
However, clearing the system cache partition is not helping the issue, then, your last option is to perform factory reset on your phone. This will bring your device back to its factory default by deleting all files and data saved in the internal storage.
